Call to Artists: Viaduct Underpass Public Art Project

The City of Philadelphia Division of Housing and Community Development (DHCD) is seeking artists or artist teams to create public artworks in the areas in and around several SEPTA Regional Rail line underpasses in the North Central Choice Neighborhood in North Philadelphia. The artworks are part of a major, multifaceted investment in physical, community and economic activities in the area of the Norris Apartments, a historic public housing development that is being redeveloped as part of the North Central Choice Neighborhood Implementation Grant.

The underpasses are at Norris Street between 9th and 10th Streets, Diamond Street and 10th Street (one underpass on each street), and Susquehanna Avenue between 10th and 11th Streets. Currently we expect to select one artist / artist team for each of the three locations, but that could change depending on the responses we receive. The artworks will largely be executed as large-scale murals due to the limitations of using other materials in these particular locations. The development of the artwork concepts and the creation of the artworks should involve engagement with local residents, including a community advisory committee.

The commission is being managed by Mural Arts Philadelphia on behalf of DCHD. Mural Arts will manage the community engagement process; coordination with DCHD (sponsoring agency), SEPTA (responsible for the underpass infrastructure) and the Streets Department (responsible for streets, lighting, and sidewalks); and production of the artworks.

Fascinated by the way pieces of technology, culture, and design reveal their age, Scott aims to make works that cannot be pinned to a specific era.  By utilizing new and reclaimed wood, metal, plastics and other materials, Scott's mixed media sculptural work defies normal classification.
